This position offers the flexibility to choose the best location for you to work out of within the Bank's footprint. Locations are available throughout the Bank's footprint: New York, Vermont, Pennsylvania or Massachusetts. As a Compliance Manager, you will interact with employees, management, attorneys, bank/subsidiary staff, and bank regulators to provide quality service, solve problems and achieve goals, and will work under the general supervision of the Chief Compliance Officer to continually maintain the Bank's Compliance Management System.

Through collaboration and coordination with the Chief Compliance Officer and other Compliance Manager(s):

* Maintain proficient knowledge of relevant consumer banking laws/regulations including, but not limited to the Truth in Lending Act, Real Estate Settlement Procedures Act, Equal Credit Opportunity Act, Fair Credit Reporting Act, Truth in Savings Act, Electronic Funds Transfer Act, Expedited Funds Availability Act, and various Fair Lending laws and regulations.
* Assist in facilitating implementation of new and amended regulations. Work with Compliance team to ensure compliance with HMDA and CRA data collection, integrity, and reporting.
* Work with Compliance Department staff, Branch Administration, the Bank's mortgage, consumer, and commercial/SBL loan divisions, Operations, Marketing, and other business line staff with compliance-related job functions, as appropriate, to ensure compliance with all applicable deposit/lending laws and regulations. Disseminate complete, accurate and timely information regarding legal/regulatory requirements of various federal and state deposit/lending laws and regulations to appropriate bank personnel.
* Formulate or assist the Chief Compliance Officer and fellow Compliance Managers with the development of various compliance-related risk assessments.
* Formulate or assist management in the formulation of risk-based written compliance policies and procedures, develop/review/revise compliance related disclosures and forms as needed, and draft change in terms notices as assigned. Maintain integrity of Compliance Manual by adding and updating applicable policies/procedures on a timely basis, as needed.
* Provide input into the development and implementation of the Bank's annual risk-based compliance training program.
* Prepare compliance training material, and conduct instructor led compliance training sessions via in-house seminars, routine department meetings and specially scheduled compliance training teleconferences.
* Provide input into the development of the annual risk-based compliance monitoring schedule. Oversee Compliance Specialist's and Compliance Analyst's compliance monitoring activities in accordance with the annual monitoring schedule, provide guidance, and assist with various monitoring activities, as needed. Assist with corrective action initiatives and follow-up.
* Review and approve advertisements and promotional materials for compliance with applicable regulations.
* Participate in new product development review and analysis as assigned.
* Assist with preparation of quarterly reports to the Audit and Compliance Committee of the Board of Directors.
* Assist with preparation of material for regulatory examinations. Participate in and interact directly with examiners, as requested.
* Manage Compliance Specialist(s)/Compliance Analyst(s)/Compliance Assistant(s) activities and assignments, facilitate interdepartmental conflict resolution, and handle performance evaluation process.
* Cooperate with other members of department team to achieve department goals. Demonstrate cooperative efforts in working with other departments and within own department, and encourage similar behavior from staff.
* Cooperate with employees bank-wide, and subsidiaries, to provide quality service, solve problems and achieve goals.
* Maintain proficient knowledge of, and demonstrate on-going compliance with all laws and regulations applicable to this position, ensure ongoing adherence to pertinent policies, procedures, and internal controls, and meet all job-specific training requirements in a timely fashion.
* Perform other related duties as assigned or directed.Qualifications

* A High School Diploma or General Education Degree required.
* B.S. /B.A. Degree in a related field of study preferred.
* Specialized Bank Consumer Compliance Training
* Certified Regulatory Compliance Manager (CRCM) designation a plus.
* Minimum of five (5) years banking experience required. Strong knowledge of consumer banking laws and regulations.
* Proficient computer and system skills.
* Proficient reading, writing, grammar, and mathematical skills and interpersonal relations & communication skills.
* Excellent attention to detail and analytical skills.
* Valid driver's license and the ability to travel as necessary.Other Job Information
