Overview

Develops policy and directs and coordinates human resources activities such as employment, compensation, labor relations, benefits, training, and employee services by performing the following duties personally or through subordinate employees.

Major Position Responsibilities

Essential Duties and Responsibilites:

  • Participate in the management of the site Environmental Health and Safety Programs to include: Site EH&S efforts and Regulatory Compliance.
  • Manage and direct all Human Resources functions to include: Labor Relations; Employee Relations; Compensation; Policies and Procedures; Regulatory Compliance; Health and Welfare; Salary Administration; Manpower Planning;
  • Develop and administer various human resources plans and procedures for all company
  • Plan, organize, and control all activities of the Participate in developing department goals, objectives, and systems.
  • Implement and annually update compensation program; rewrite job descriptions as necessary; conduct salary surveys and develop merit pool (salary budget); analyze compensation; monitor performance evaluation program and revise as
  • Develop, recommend, and implement personnel policies and procedures; prepare and maintain union agreement booklets on policies and procedures; perform benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost effectiveness, information activities program, and cash
  • Develop and maintain affirmative action program; files EEO-1 annually; maintain other records, reports, and logs to conform to EEO regulations.
  • Conduct recruitment effort for all exempt and nonexempt personnel, students, and temporary employees; conduct new- employee orientations; monitor career pathing and succession planning programs, employee relations counseling, outplacement counseling, and exit interviewing; writes and places
  • Establish and maintain department records and reports. Participate in administrative staff meetings and attend other meetings, such as Maintain company organization charts.
  • Evaluate reports, decisions, and results of department in relation to established goals. Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services
  • Manage Labor Relations responsibilities include: Management representative in Negotiating Collective Bargaining Agreements; Manage and direct grievance process; Advise personnel on management rights in accordance with the contract; Decision making authority on Labor Relations
  • Manage and direct all Security efforts to include: Administration of Security functions; Security
  • Function as Facility Liaison with community entities such as Chamber of Commerce; Local Charities and Manufacturing Associations; Responsible for organizing community events and charitable contributions.     

Basic Qualifications

Qualifications: 

  • Excellent leadership skills are a must
  • Computer skills – Microsoft Office, Email, knowledge of CIMA
  • Written, verbal and presentation communication Skills
  • Negotiation Skills/ Union experience
  • Change Management best practices
  • Knowledge of Organizational Development practices
  • Data-driven strategic mindset


Education /Experience

Degreed professional minimum four years; minimum ten years of related experience in Human Resources. Must have Labor relations experience in a union environment and experience in a manufacturing environment. Bi-Lingual (Spanish/ English) preferred.

Work Environment 

  • Manages as many as many as eight direct reports. This position is  responsible for the management, direction, coordination, and evaluation of these employees.
