The RAND Homeland Security Research Division (HSRD) is seeking a Research Operations Administrator to serve in a recently created position, Enclave Operations Manager, who will support administration activities related to a cloud-based information technology system (known as the Enclave) that the Division established in 2022 for the processing of work for the U.S. Department of Homeland Security (DHS).Under the general direction and supervision of HSRD management, the ROA will perform various tasks related to operations including but not limited to:

Serve as an in-house expert resource for RAND researchers who have questions or need assistance

Participate in weekly/biweekly meetings with DHS primary sponsor office and DHS IT representatives

Assess whether aspects of a project will be required to operate in the Enclave or other system

Help projects navigate data use agreements and privacy threshold assessments

Draft and send regular Enclave operating status reports

Maintain informational resources (intranet pages, FAQs, request forms)

Alert Division management to user experience issues and recommend solutions

Manage Enclave data inventories

Help track Enclave costs and projections

The ROA will report to HSRD's Operations Director and work closely with the technical lead from RAND Information Security, the HSRD Deputy Director, and RAND's Privacy Officer. The ROA may also serve as a backup for other operational components within the Division when required, as well as engage with other Research Operations Administrators, Research Financial Administrators, and administrative assistants to facilitate any operational aspects of the Division's financial and regulatory obligations and requirements.

Required Qualifications

Ability to communicate clearly and effectively with internal and external parties;

Excellent problem-solving skills and great attention to detail;

High level of discretion, integrity, and organization is critical due to the sensitive nature of the data and processes involved;

Ability to provide support and guidance to RAND research staff and serve as a point of contact with internal and external stakeholders.

Consistently meets deadlines, is comfortable working patiently with people at all levels, ability to multi-task and work as part of a highly cooperative team spanning RAND's offices and time zones;

Proficiency in MS Excel, Outlook, Word, SharePoint, Teams.
Preferred

Knowledge of RAND procedures and practices
Experience

Minimum 3 years of experience; 6 years preferred
Education

BA/BS required

This position requires U.S. Citizenship and the ability to obtainpass background investigation through the U.S. Department of Homeland Security (DHS "Fitness")

Salary Range
$71,000 - $105,400
